City planning, how global warming changes the picture

Making the global warming picture pretty is a challenge. How can cities effectively protect their cities from rising sea levels that threaten their housing, transportation and energy infrastructures?

One approach is not to, but go with the flow. Instead of building bigger and bigger sea walls,  dredge rivers and ports so that they can hold more water. Then extend canals inland to divert rising waters from the sea

Such a system if designed correctly, would allow for storm waters to be  diverted and turned into energy.  An such a system  would provide for a boat transportation network that would be more effective and reliable than roadways.
